[torquedev] [PATCH][MINOR] enable-nvidia-gpus in torque.spec.in

I realize it has been a while, but I never heard back on this patch
against 2.5.9's torque.spec file.  Did it ever get integrated?  Is there
some other way of submitting patches in the future, so they actually get
looked at?
