You need to configure Maui or Moab to pay attention to
the user specified priorities.
We use it here (with Moab) to allow a user to set a lower
priority (only) for particular jobs of theirs.

We don't use Maui here so I can't say whether or not that
will work there, so I'd suggest asking on the maui users
mailing list instead.
