[torquedev] TORQUE 3.0.1 release candidate available

Hi all,

The next release candidate for 3.0.1 is available.

This snap shot has added the ability to assign GPUs on a NUMA system.

It has also added the ability to retry locating nodes that do not 
resolve when pbs_server starts up. (Bugzilla Bug 110)
The pbs_server init.d script will create a serverdb file if it does not 
exist. (Bugzilla Bug 90)
