This is currently the case, but in 4.0 this is going to change. The reason for
the change in 4.0 is that we found it better to give core indexes in order of
proximity, which is easy to do with hwloc (used in 4.0). However, in TORQUE 2.5
and 3.0 the index in the exec host or pbsnodes is the index the job gets in the
cpuset.
