Only touch lock/subsys files is service actually starts.

As reported here:

https://bugzilla.redhat.com/show_bug.cgi?id=528060

the subsys lock file is touched regardless of if
the service started up okay.

Attached trivial patch to 2.5.2 corrects it. 

Reported for pbs_server but patch is for pbs_sched and mom as
well
