This already exists.  The TORQUE pbs_mom config has an arch option and
that can be specified via qsub, and at least the Maui scheduler supports
as well.

Partial output from qstat -f :

    Resource_List.arch = linux64

    Resource_List.mem = 700mb
    Resource_List.nodect = 1
