I think that should be at the discretion of the site.
When I was at VPAC it was not possible for us to use
EXACTNODE in Maui and then Moab because of the number
of users who would have jobs that didn't need that
syntax but who had just copied them from others and
would end up using 2 cores on every node of a cluster
of 4 core PPC64 boxes and block any 4 way SMP jobs
that came along.
User education is very hard when you've got several
hundred users per sysadmin and they're geographically
dispersed.
