[torquedev] nodes, procs, tpn and ncpus

Plus PBSPro has a strong distinction between processes and cpus.

-l nodes=2:ppn=3:ncpus=4

- you get two nodes with 3 processes on each node, and each process will
get 4 cpus

Yes, they aren't ignored.

Beware that when using qrun the servers behaviour is very weird. I'm not
sure if the nodespec isn't ignored entirely and the job is simply run on
the first node in the list.

A lot of people use TORQUE without Moab/Maui. Plus I think that every
change should keep Torque as much compatible with PBSPro as possible.
