[torquedev] missing file checks

Nothing about how users get and use tarballs would change.  It's only
if they checkout the subversion tree.

I would assume that most people, when checking out a repository
directly, expect to run autogen.sh or autoreconf since that's what
most projects I've seen do.

You'd be amazed at the number of errors that can be caught by "make
maintainer-clean && autoreconf -ism && make distcheck"  :-)
