Move it somewhere else, make distclean, and I bet your -lcap -lpam
problems go away.

You should also find those two libraries listed as dependencies in the
.la file, so you could edit those out as well if you wanted to.

.la files should really be in -devel packages (if packaged at
all...they're unnecessary on Linux), so there are 2 issues with the
packaging of the job RPM.  Do you know who packaged it?  (rpm -qi job
should say.)  They should probably be notified of their error.
