As I understand it, libjob is part of a "Linux jobs" package that
implements process aggregate groups (PAGGs).  libcsa is part of a Linux
port/rewrite of the old Cray^H^H^H^HComprehensive System Accounting
tools, which sits on top of the libjob implementation of PAGGs.  Both
SGI and Cray use this stuff on their systems, but hardly anybody else
does that I can find.

There *are* some situations on Cray XT systems where you need pbs_mom to
use libjob even if you're not using CSA.  (I don't recall the exact
details off the top of my head.)  However, the way libjob support is
currently handled in the configure script could use some improvement
