[torquedev] [pbs_mom patch] job exceed limits

I created a bugzilla ticket for this issue. In the future, bugs you find should be reported there, and all patches should be recorded there so they don't get lost. Reporting your bug to bugzilla vastly increases the likelihood that it gets fixed. Anyway, the issue can be followed here:
