[torquedev] TORQUE 2.3.12 final release available

TORQUE 2.3.12 in now available for download at 
http://www.clusterresources.com/downloads/torque/torque-2.3.12.tar.gz 
<http://www.clusterresources.com/downloads/torque/torque-2.3.12.tar.gz>

This will be the final release of the TORQUE 2.3 branch. As of this 
release the 2.3 branch is officially deprecated.

Patches may be made available but there will be no updates to the source 
tree for this branch.

Thanks to everyone who have helped with this release.
