[torquedev] New snapshot for 2.5.2 release candidate

Hi all,

A new release candidate for TORQUE 2.5.2 is available at

The following changes were made to this snapshot.

Moved code in buildutils/pbs_mkdirs.in to create default nodes file from
mk_default_dirs to mk_server_dirs. This fixes a bug when doing make 
packages.

Changed buildutils/self-extract-head-sh.in from
*$bindir/${program_prefix}pbs_iff${program_suffix})
*$sbindir/${program_prefix}pbs_iff${program_suffix})

Changing bindir to sbindir enables the sticky bit on pbs_iff when it is
installed.

Reformated PBS_License.txt so all lines fit within a standard sized text
window.
