[torquedev] Power saving using suspend/hibernation and wakeonlan

I've been working on a patch to torque which enables nodes to sleep
when idle. The idea is to start nodes again on demand, when this is
required by a job. Nodes are started using wakeonlan packets send by
the torque server. For this to work the cli tool wakeonlan should be
installed on the torque server and a file /etc/ethers should be made
with mac addresses and hostnames of the worker nodes.
Since this could be useful to others I've attached the patch in hope
that the patch could get into upstream torque.
