I have made pbs_mkdirs more robust so we can use it to create a debian package
and
added a help function. I see that pbs_mkdir is also used for rpm packages.
Attached is patch against 2.4.7

Desctiption:
 * better getopt parsing
 * help function
 * added a new option -C <chk_tree_location> 
   So we can use it to build debian package with the proper directories.
