[torquedev] qsub no_suspend() message to stderr

Hi all,
Current, if you suspend the qsub command in Torque 2.3.x, no_suspend()
in qsub.c gets called, which prints an error message to stdout saying
that you can't suspend qsub until the job is started. Could this be
changed to print stderr instead? If the calling program is looking for
the jobid from stdout and someone tries suspending qsub, the job still
goes through successfully but the calling program gets the error
message as the job id.
