[torquedev] RFC - remove warnings about non-existent logfiles in tracejob by default

Hi all,

At the moment whenever you run tracejob you get a bunch
of errors telling you that it can't read the pbs_sched logs,
or the mom logs, or the server logs, depending on where
you run it and what you've got installed where.

There is a -q flag to turn those warnings off but as
they are almost always a normal (and correct) condition
shouldn't the default be to not warn with an option to
show warnings about unavailable log files ?

What do people think ?
