[torquedev] Minor error in a log message for pbs_mom

While reading through the src/resmom/mom_main.c I found a small error in 
the log messages for the rcpcmd.
It currently warns that tmpdir must be a full path, when it should be 
commenting on the rcpcmd being a full path.

This is around line 1687 of src/resmom/mom_main.c for the Torque 2.3.1 
release.
