[torquedev] new torque.spec revamp

I've changed how the torque.spec file is generated and gets used by the build
system.  Instead of the Makefile passing in a bunch of args that more-or-less
match what the user wants, configure now writes torque.spec with exactly what
the user wants.

In trunk, 'make rpm' should now always work matching exactly what was passed to
configure.  If the build can finish, 'make rpm' will make the correct packages.

If noone reports any breakage, I'll send it to 2.2-fixes.
