[torquedev] TORQUE 2.2.0 Defaults

Greetings,

  With the release of TORQUE 2.2.0, we have received numerous requests
for the following default changes:

1) enable mom_job_sync within qmgr by default to clean-up stale/failed
job records within MOM

2) enable keep_completed to report completed jobs via the qstat command
and/or the API for a period of 5 minutes

3) set resources_available.nodect to automatically allow jobs up to the
number of procs in the cluster

4) modify configure to not build the GUI by default (configure
--disable-gui)

5) modify pbs_mom to recover jobs by default (ie, default to 'pbs_mom
-r')

  Are there issues with these defaults?  Are there additional defaults
which should be set?
