sorry this has taken so long (I've been really busy with non-TORQUE stuff)
I am just about to check in a new type for the "disallowed_types"
qmgr "s q default disallowed_types += nonrerunable"
qsub -r n test
qsub: Queue does not allow nonrerunable jobs
