[torquedev] torque.cfg no longer read in 2.1.0

All of the parameters in torque.cfg that were used by pbs_server are now
proper server attributes.

  new server attributes: server_name, allow_node_submit, submit_hosts
  new server attributes: server_name, allow_node_submit, submit_hosts
  torque.cfg no longer used by pbs_server


These replace the SERVERNAME, ALLOWCOMPUTEHOSTSUBMIT, and SUBMITHOSTS
torque.cfg parameters.
