[torquedev] Open MPI and static Torque libraries

To close out this thread:

1. We have confirmed that compiling Torque with -fPIC solves the issue.
2. If/when Torque ships shared libraries, this issue becomes moot.
3. There is also another workaround -- build Open MPI as static  
libraries with all components included in the library (as opposed to  
components being DSO plugins that are found/opened at run-time).
