[torquedev] Enabling wordexp in spec file

I haven't tested this, but I think this has a fighting chance at
working:

rpmbuild -tb --define '_prefix /opt/torque' --with 'homedir
/opt/torque/spool' --with 'libdir /opt/torque/lib' torque-foo.tar.gz
