[Mauiusers] MAXNODE dose not work

Dear all:

Now I am using the torque 3.0.2  and maui 3.3.1 in our two clusters, in one cluster, all the nodes have the same CPU cores (8), I used the MAXPROC to limit the processors per user can use, it works fine. In another cluster,  some nodes have 8 CPU cores and some nodes have 16 CPU cores, so I used the MAXNODE to limit the nodes per user can use, however, it does not work, and all the user can submit jobs without any limitation. Following is my maui.cfg:
