[Mauiusers] Qualified Jobs Not Scheduled during Standing Reservation

I have the following standing reservation:
SRCFG[brentp] DEPTH=5 TASKCOUNT=1 RESOURCES=PROCS:4,MEM:24576 PERIOD=DAY DAYS=MON,TUE,WED,THU,FRI STARTTIME=7:00:00 ENDTIME=17:00:00 USERLIST=brentp TPN=1

I submitted the following job to PBS/Torque from a Linux account "brentp":
echo "ls -l" | qsub -l nodes=1:ppn=4,mem=23gb,walltime=3600
on "Thu Apr  7 15:56:18"

The node with the standing reservation is the only node sufficient to meet the request.
Showconfig displays the following output:

But, this task does not get scheduled to run in the standing reservation.  It gets put to the bottom of the queue.
Shouldn't my job run in the standing reservation window?
