Try using a shared (rather than dedicated) reservation specifying the
HOSTLIST (nodes) you want, GROUPLIST, and RESOURCES required. I don't
know if it's possible to use something like MAXJOBPERNODE in a
GROUPCFG line, but I think it can be used in a CLASSCFG line.
