[Mauiusers] Maui Standing Reservation Query

Hi,
I am trying to set up a reservation that will stop jobs running on one a
subset of old nodes when submitted through a particular mpi queue.
We have node001 -> 140 old nodes and 141 -> 310 new nodes.
I want to only allow jobs on the mpi queue to run on the new nodes 141 ->
310.

I am seeing very weird behaviour than when the cluster is empty it works and
schedules the jobs on node141->310.

However, I do not understand what the 2nd last column in setres is actually
showing as it flips to lots of N/P to 1/1 ?

It appears that when the cluster is full maui will allow it to run on the
older nodes 001->140.
Can anyone explain this behaviour and explain how to stop it?
