[Mauiusers] Blocked Jobs not Resuming

I have a user who is complaining that when they submit lots of jobs some 
of them get put into a "blocked" status from which they never seem to be 
freed even when resources become available.  Any suggestions on why jobs 
get blocked and what part of the configurations of Torque/Maui I should 
be looking at? (I'd attach the config files, but they are "inherited" 
and rather long.)
