[Mauiusers] NODEALLOCATIONPOLICY = CPULOAD

I use a NODEALLOCATION policy of jobcount which seems to do the job.

NODEALLOCATIONPOLICY PRIORITY
NODECFG[DEFAULT] PRIORITYF=JOBCOUNT
