[Mauiusers] lower priority jobs running first?

i have a situation with my setup where i get the following from `diagnose -p`:
 

diagnosing job priority information (partition: ALL)

these lower priority (-39900) jobs will always run sooner than the higher priority jobs (-14899).  why?  why wouldn't higher priority jobs run first?
