Hi Curtis,

In the documentation it talks about a priority spoofing technique where
a user submits a lot of "fake" jobs on hold.  Then when they want to run
a job, they put their real program into the fake job script and release
the hold.  This works only if _all_ the time a job has been in the queue
is used for the time-based part of the priority, to avoid this
maui/torque ignore the time a job has been held.  Thus for your
dependent jobs the time-based priority only starts once the dependencies
are met.
