[Mauiusers] Standing reservations

We run into that problem and changed our configuration to enumerate
the tasks instead. I.e., remove the TASKCOUNT line and replace it with
a HOSTLIST.
Of course I would like CRI to fix the bug. My solution is only a way to
get around the bug.
