[Mauiusers] Two queues/classes, with one blocking all jobs

So, why do you use this configuration line? If you remove it,
it will stop causing jobs to be blocked, i.e. all jobs will be
available for scheduling.

Maui will still know the number of ib nodes. You want to
use all of them, don't you?
