[Mauiusers] ppn resource max

I have the following set up yet it appears that my policy is
not being enforced. Can someone give me some help with
this?

I have this set for the queue in pbs/torque
resources_max.nodes = 1:ppn=1:cpp=1

and I have this set in maui.

JOBNODEMATCHPOLICY    EXACTNODE
NODEACCESSPOLICY      SHARED
NODEAVAILABILITY      DEDICATED:PROCS
SRCFG[srsmem]         TASKCOUNT=128 RESOURCES=PROCS:1

Yet jobs submitted that request ppn=2 get queued and run
sometimes.  Other times the do not run and we get the following
in the maui log.

maui.log.1:02/08 23:20:16
MJobSetHold(23181,8,3:00:00,PolicyViolation,procs too high (2 > 1))

A ccurrent  job has the following:
Resource_List.neednodes = 1:ppn=2

yet this job is running.


Any help is appreciated.
