[Mauiusers] routing queue and priorities

I have two routing queues, stage1-a and stage1-b which route to an 
execution queue, stage1.  In my maui.cfg file I have added lines

CLASSCFG[stage1-a]  PRIORITY=100
CLASSCFG[stage1-b]  PRIORITY=200

but it does not appear that these routing queues ever increment the 
job's priority.

Is this the expected behavior with routing queues or have I missed 
something along the way.  Priorities work fine for all the execution queues.
