Nope, if you look at the web page I quoted you can see it uses the
CATEGORYWEIGHT (of which CLASSWEIGHT is one) as a multiplier
in the priority calculations, so you can increase the relative importance
of of category to another by making its CATEGORYWEIGHT higher.
