[Mauiusers] numerous problems with reservations

No, the sheer size of the cluster dictates that I normally leave logging at
level 1. But I'll try and figure out when it happened.
I suspect that the feature constraint is forgotten immediately after the
reservation is initially created. Then, once the reservation starts, as jobs
exit and non-priya nodes are freed, the "ALL" tasks makes the reservation slurp
up the nodes.
And this is fun...
