[Mauiusers] numerous problems with reservations

No, the sheer size of the cluster dictates that I normally leave logging at
level 1. But I'll try and figure out when it happened.
I suspect that the feature constraint is forgotten immediately after the
reservation is initially created. Then, once the reservation starts, as jobs
exit and non-priya nodes are freed, the "ALL" tasks makes the reservation slurp
up the nodes.
And this is fun...
# setres -c priya -d +7:00:00:00 -f priya -n priya TASKS==5
reservation 'priya' created on 0 nodes (0 tasks)
# showres | grep priya
priya User - -00:00:09 6:23:59:51 7:00:00:00 0/0 Fri Jul 8 17:56:37
priya.1 User - -7:30:19 7:16:29:41 8:00:00:00 1388/2776 Fri Jul 8 10:26:27
# showres -n priya
ERROR: command failed: 'cannot locate reservation' (rc: -1)
# releaseres priya
released User reservation 'priya'
