[Mauiusers] maui breaking standing reservations after restart

I found where the bug is coming from, but I don't know hot to fix it.  Filed as
bug 79: http://www.clusterresources.com/bugzilla/show_bug.cgi?id=79

Hopefully someone else knows what to do :)
