[Mauiusers] faishare when priorty is negative.

Hi,

 Maui 3.2.6p11

 I'm a little confused as to what is happening with priorities when 
 everyone is over there FairShare.

 Below is the head of output of `diagnose -f` it shows the order
 jobs appear to be starting in as shown also by `showq -i` as well
 but I would expect the PRIORITY column to be a decreasing series 
 of numbers which is not the case. I believe the column is being 
 calculated correctly, it is just the resulting order that is wrong.
