[Mauiusers] MAXJOBPERUSER does not work

Hi,

I have been trying to set up limiting a user to use only one processor 
on a node for his jobs at any time:

NODECFG[node01]   MAXJOBPERUSER=1

However, after the change, all new jobs will be stuck in the queue even 
if there is available resources on node01. Is there anything else I need 
to set?
