[Mauiusers] Multiple standing reservations with TASKCOUNT mutually exclude nodes from *all* users

Hi folks,

I've whinged about this before, but it's still biting us whenever we try it
again to check whether it's been fixed.

If you have two reservations which use TASKCOUNT and SPACEFLEX to reserve
nodes and ACLs to permit access, Moab (and Maui I believe) seems to
persistently put the reservations on the same nodes even if the ACLs are
mutually exclusive (i.e. two different USERLIST's) and then nobody can use the
nodes reserved. :-(

Here's a simple example which reproduces the problem:

SRCFG[sr1] PERIOD=INFINITY
SRCFG[sr1] TASKCOUNT=1 FLAGS=SPACEFLEX
SRCFG[sr1] ACCESS=DEDICATED
SRCFG[sr1] USERLIST=csamuel

SRCFG[sr2] PERIOD=INFINITY
SRCFG[sr2] TASKCOUNT=1 FLAGS=SPACEFLEX
SRCFG[sr2] ACCESS=DEDICATED
SRCFG[sr2] USERLIST=dbannon

results in:

node085   User      sr1.0.1053828        N/A    1   -00:00:02    INFINITE  Thu Sep 23 09:23:32
node085   User      sr2.0.1053829        N/A    1   -00:00:02    INFINITE  Thu Sep 23 09:23:32

Worse still, node085 is already in use by our short queue reservation using a hostlist:
