The submit filter runs as part of the qsub command, so
it can report directly to the user what is going wrong.

Regarding Globus/Condor not reporting what the error
was, I suspect that's a bug on their end, they should
be providing useful diagnostic information back to the
user rather than just saying "this failed".. :-(
