Jess,

Yes, this would be a VBR. Let's say you want to charge 100 credits per node hour. So that since time comes in in seconds from Maui, we need 100 (credits/hr) * (1hr/3600s) = .0277778 (credits/sec). So I would add a ChargeRate with:

Type=VBR, Name=Nodes, Rate=.0277778.

A job running one hour on 10 nodes would be charged 10(Nodes)*.0277778(Rate)*3600(seconds) = 1000.0008 (would round up to 1000.00).
