I think this may be covered in the Gold documentation.  Have you seen
the Managing Charge Rates chapter in the current documentation?
You can use the "gcharge  -X Discount={ChargeRate}" for some of these.
So if you determine in your accounting that a job should have a gcharge
with an different charging rate you can align a Charge Rate you have
setup with the -X Discount={ChargeRate} to have it be whatever charge
rate you want (higher or lower than the standard charge).

I don't know that the best idea is to treat like a license, but you
could look at "value based resource" or "name based resource" charging
in the documentation.  That may give you a clue as to what method you
want to use.

We have a cluster which consists of different types of CPUs; Intel 
Westmere and AMD Magny Cours. Is it possible to use a different
for these different CPUs within Gold? All CPUs are in the same queue 
within Torque & Moab.

Also, I'd like to charge users for usage of GPUs. I'm treating the GPUs
as a
GRES within Moab. Is the best idea to treat GPUs like a license in Gold?
