[gold-users] gbalance and glsalloc will not work if no users are allocated

Scott, thank you for the detailed explanation. I think now I understand
Gold logic better and "--exact-match" will do the trick for us.

Will be the same option available for gbalance? (Just curious,
currently we will use glsalloc+glsaccount --exact-match)
