Check's the status before the service is actually started

Currently if you run 

service pbs_server start
service pbs_server start

then the second one fails even though the service is already started.

Same is true for 

service pbs_server stop
service pbs_server stop

where the second one fails even though the service is already stopped.

The attached patch corrects this behaviour.

same also true for pbs_sched and pbs_mom, this patch addresses all.

This has been checked into the 2.5 and trunk branches.
