The Accounting logs are printing the submitted values of the job when the job
completes rather than the information about the real values that were used
during the job.

That is, when a job starts it prints variables like the following in the
accounting logs:
Resource_List.walltime=01:00:00

And when the job completes I get the same variables 
e.g. Resource_List.walltime=01:00:00
Even when the job didn't run for an hour.

I should be seeing things like:
resources_used.walltime=00:29:02
